GUIDE FOR ACCESS TO INFORMATION HELD BY CENTRE FOR ECOTOXICOLOGICAL RESEARCH, PODGORICA
Pursuant to Article 11 of the Law on Free Access to Information (Official Gazette of Montenegro 44/12), Centre for Ecotoxicologocial Research, Podgorica, prepared the
GUIDE FOR ACCESS TO INFORMATION HELD BY CENTRE FOR ECOTOXICOLOGICAL RESEARCH, PODGORICA
The Guide enables legal entities and individuals to familiarize themselves with the process of exercising the right of access to information held by Centre for Ecotoxicologocial Research, Podgorica (hereinafter: CETI) in accordance with the Law on Free Access to Information (OGM 44/12).

1. NORMATIVE ACTS
- Article of Association;
- Rules of internal organization and job systematization;
- Collective agreement;
- Other general acts and rules.
2. PUBLIC RECORDS
- File book;
- Laboratory protocol;
- Mail book;
- Delivery book;
- Book of travel orders.
3. PLANS, MEMORANDA, REPORTS, STUDIES ETC.
- Work plans and programs;
- Public procurement plans;
- Work reports;
- Reports on public procurement;
- The reports of the tests performed, which are owned by the client:
- Programs, projects and monitoring analysis of all segments of the environment for the purposes of public authorities, local governments, business and other entities;
- Items relating to food safety, dosimetry monitoring, toxicological analysis, examining the conditions and parameters of living and working environment for the purposes of economic and other entities;
- Documentation on the introduction of the QMS (quality management system), ISO 9001: 2000 quality of service standards, the ISO 17025 standard and the ISO 14001 standard;
- Documents on international cooperation and international projects.
4. INDIVIDUAL ACTS
- Acts issued by the Board of Directors and Executive Director;
- Documents on public procurement.
5. FINANCES
- The annual financial statement;
- Statement of fixed assets;
- Financial records and individual financial documents;
- Book of fixed assets;
- The book of incoming and outgoing invoices;
- General Ledger and accompanying diary.
6. INFORMATION ON EMPLOYEES
- Working booklet;
- Certificates, diplomas, evidence of the acquired level of education;
- Employment contracts;
- Decisions, orders and other acts on status issues of employees (deployment, salaries and benefits, annual leave, absence from work, etc.).
III PROCEDURE FOR EXERCISING THE RIGHT OF ACCESS TO INFORMATION
1. INITIATING THE PROCEDURE
The procedure for access to information is initiated upon written or oral request of the person seeking access to information, as follows:
- a written request is submitted directly to the archives of CETI;
- by mail to the address of Centre for Ecotoxicologocial Research, Boulevard Charles de Gaulle no. 2, Podgorica, or by e-mail to: [email protected] or by fax: 020/658-092;
- oral request for access to information should be submitted to CETI directly for the record;
- the request for access to information is subject to no fee.
2. CONTENTS OF THE REQUEST
Request for access to information should contain:
- the name of the information or data based on which the requested information can be identified;
- the way we want to have access to information;
- information about the applicant (name, address of the natural person or the name and place of business, or its agent, representative or attorney);
- an application may be submitted on the prescribed form or in free form;
- the application form can be obtained in CETI or on the CETI website.
3. THE EXERCISE OF RIGHT OF ACCESS TO INFORMATION
Access to information can be realized:
- by direct inspection of the original or a copy of the information in CETI;
- by copying or scanning information by the applicant in CETI;
- by CETI submitting a copy of the information to the applicant, directly, by mail or electronically.
4. ACTING UPON REQUESTS
The request for information must be decided on within a period of 15 days from the filing of a proper request, except in cases of protecting the life and liberty of a person, when it is within 48 hours.
– Appeal against an act which deciding on the request for access to information can be submitted via CETI to the Agency for protection of personal data and access to information, within 15 days of receipt.
– Access to information is realized within three days of delivery of the decision allowing access to information to the applicant, or within five days after the applicant has submitted proof of payment of costs of the procedure, if they have been specified in a special decision.
5. COST OF PROCEDURE
- costs of the procedure shall be borne by the person seeking access to information;
- costs of the procedure apply only to actual costs in terms of copying, scanning and submitting the required information;
- costs of the procedure are paid before the execution of the decision or before enabling access to information;
- persons with disabilities or in social need do not pay the costs of the procedure;
- costs of the procedure are paid to CETI, the account number 510-232-23 CKB.

The person in charge of conducting proceedings upon the request for access to information:

This Guide will be posted on the notice board and website of CETI.
